Leon Panetta | Speaker Biography

Former Director of the Central Intelligence Agency and Secretary of Defense, Leon Panetta, was born in California, to Italian immigrant parents who owned a restaurant. He earned a Bachelor of Arts degree in political science and a law degree from Santa Clara University. Panetta began his public service career in 1964 as a first lieutenant in the US Army, serving until 1966 and receiving the Army Commendation Medal. He then worked as a legislative assistant to Senator Thomas H. Kuchel of California. He later served as director of the U.S. Office for Civil Rights at the Department of Health, Education, and Welfare. In 1976, Panetta was elected to represent California's 16th Congressional District in the House of Representatives, serving until 1993. During his time in Congress, he became House Budget Committee chairman and played a significant role in passing legislation related to agriculture, the federal budget, ocean, and healthcare issues. Notably, he championed the Hunger Prevention Act of 1988, Medicare and Medicaid coverage of hospice care for the terminally ill, and measures to protect the California coast, including the establishment of the Monterey Bay National Marine Sanctuary. After leaving Congress, Panetta served as director of the Office of Management and Budget under President Bill Clinton, where he contributed to achieving a balanced federal budget and eventual budget surpluses. He later became White House chief of staff and, in 1997, co-founded the Panetta Institute for Public Policy with his wife, Sylvia, to inspire young people to pursue careers in public service. Panetta's public service continued with appointments as Director of the Central Intelligence Agency from 2009 to 2011 and as Secretary of Defense from 2011 to 2013. As Secretary of Defense, he oversaw the implementation of a new defence strategy, conducted critical counterterrorism operations, and strengthened US alliances. Under his leadership, the CIA successfully carried out the operation that resulted in the death of Osama bin Laden.
