Francis Maude | Speaker Biography

Francis Maude is a highly experienced individual with a diverse background in business and government. He has expertise in various areas such as finance, privatisation, trade, digital, insurance, social investment, cyber security, public service reform, and foreign affairs. With over three decades of international experience, he is well-equipped to address the key issues facing the world today.

During his career, Maude served as the Global Head of Privatisation at Morgan Stanley and held positions in prestigious organizations like Barclays Bank and the Benfield Group. He has also held ministerial roles in Europe, Hong Kong/China, and corporate affairs, as well as serving as the Shadow Chancellor of the Exchequer and Shadow Foreign Secretary. Maude is the founder of the think-tank, Policy Exchange, and the influential pressure group, Conservatives for Change (CChange), which played a significant role in modernizing the Conservative Party.

As the Chairman of the Conservative Party, Maude implemented reforms to improve party headquarters and field structures. Following the success of the 2010 election, he became the Minister for Cabinet Office and Paymaster General. In this role, he led the British Government to become a global leader in digital government by establishing the Government Digital Service (GDS). He also focused on cost-cutting efforts, civil service program reforms, and the commercial function of government.

Maude prioritized issues of open data and transparency, cyber security, and social investment during his tenure as Cabinet Office Minister. Under his guidance, the UK became the top-ranked country for open government and he chaired the Open Government Partnership (OGP). He also implemented a "modern privatisation" program and established the world's first social investment bank, Big Society Capital.

In his most recent role as Minister for Trade and Investment, Maude led international trade negotiations and initiated significant reforms to the UK's export promotion agency.

Maude's educational background includes an MA from Corpus Christi College Cambridge, where he was a recipient of the Inner Temple Law Scholarship and the Forster Boulton Prize. He has been a member of the Trilateral Commission since 1999.
